Why did you reply with the wrong URL? That's clearly NOT what he asked for.

A service-pack for something like VS 2008 is not going to be 450 Kilobytes. That URL you provided is to a downloader/installer that depends upon having an Internet connection to accomplish the install. It does not contain the service-pack, and is useless for any system that doesn't currently have an Internet connection. Most of the time when Microsoft provides these downloader/installers, you can also find the actual download file by snooping around various places. I need it myself, and haven't been able to locate it yet so if you happen to know where it is, that information would be appreciated.
